Islamabad Memorandum of Understanding: The Mirage of Diplomacy on the Brink of Overthrow

The Islamabad Memorandum (June 2026). A visual synthesis of the parallel realities in Iran: the shift toward technical diplomatic negotiations in Switzerland contrasted against a severe domestic livelihood crisis, characterized by 77% inflation and the devaluation of the Toman.

Why does appeasement of the collapsing regime only fuel the machine of execution and terrorism?

The mirage of opening and nuclear blackmail

What was signed on June 18 with the mediation of Pakistan and Qatar under the guise of ending the conflict is not a sign of the power of the mullahs' religious dictatorship, but rather the fruit of its deadly impasse. The return of IAEA inspectors and the temporary reopening of the Strait of Hormuz in exchange for an end to the U.S. blockade of ports, as well as the start of a 60-day period of technical negotiations in Switzerland headed by Ghalibaf, serve only one goal: to buy time. The experience of decades of appeasement has proven that the religious dictatorship ruling Iran does not understand the language of diplomacy. Every Western concession to the regime is directly converted into the IRGC's budget, drone manufacturing, and exporting terrorism to the Middle East.

Explosive situation: The volcano beneath Khamenei's feet

The other side of the coin is the truth that the regime is trying to hide under the Swiss negotiating table. The statistics are horrific and represent a profound structural collapse:

  • Inflation of 77 percent, which has shattered the bones of the deprived classes.

  • The free fall in the value of the national currency and the price of the dollar reached the catastrophic limit of 174,000 tomans.
  • Crossing the poverty line of 70 million tomans per month.

In such a situation, Khamenei, at the height of his desperation and fear of the uprising, has practically opened the way for attacks by internal power gangs (the war of wolves) with his ambivalent message of "I had a different opinion." This deep rift at the top of the government is the most obvious sign of the end of a dictatorship.

Iran's Resistance's Response: No to Foreign War, No to Appeasement
Mrs. Maryam Rajavi: The Iranian Resistance welcomes the understanding to end the war and the tragedies of the Iranian people

As Mrs. Maryam Rajavi has repeatedly emphasized, the solution to the crisis between Iran and the Middle East cannot be found in Western capitals or at the negotiating table. Mr. Massoud Rajavi has always explained the victorious strategy based on the immortal power of the people and its pioneers. The undeniable fact is this: the head of the snake is terrorism and warmongering in Tehran. Both the deviant strategies of "foreign war" and "appeasement and concessions" will ultimately be detrimental to the Iranian people and world peace. Foreign war only wreaks havoc on national infrastructure, and appeasement tightens the noose around the necks of the rebellious youth. As we can see in the reports, the regime, while displaying diplomacy, has accelerated the execution machine and the arrest of those associated with the PMOI. This shows that the dictator sees the real danger not in foreign fleets, but in the streets of Tehran and other Iranian cities.

Resistance Units: The Only Definitive and Final Solution
In Tehran, members of the PMOI-led Resistance Units were carrying the flag of the National Liberation Army of Iran— February 20, 2026

The intensification of the crackdown on the Resistance Units is the regime's panic response to the only force capable of overthrowing it. A regime that is struggling with a dollar of 174,000 tomans and inflation of 77 percent can no longer be saved by any memorandum of understanding in Islamabad or Geneva. The overthrow of this religious fascism will only be achieved by the Iranian people and the Resistance Units. The streets of Iran are the real arena for determining the fate of this historic battle. It is time for the international community to recognize the legitimate right of the Iranian people to defend themselves and overthrow the regime, rather than artificial respiration of a political corpse.
